General Qualification Requirements
4.1 The supplier shall be an independent legal entity with a valid business license.
4.2 Bank account permit certificate.
4.3 Legal representative identity certificate. Where an authorized representative signs, the original power‑of‑attorney issued by the legal representative shall be submitted, together with scanned copies of ID cards of both the legal representative and authorized representative (stamped with official seal).
4.4 A written statement (supplier commitment letter) certifying no major illegal records in business operations within the past three years prior to participation in this procurement activity.
4.5 No record of dishonest enforcement on the “Credit China” website (www.creditchina.gov.cn); relevant website screenshot shall be provided.
4.6 Non‑manufacturing suppliers shall submit a commitment letter (in accordance with attached format) for lawful supply source, original‑manufacturer warranty and traceable after‑sales service.

3.1 Project Profile：Guizhou Pengsheng (Group) Paper Industry Co., Ltd. specializes in waste paper recycling as well as R&D and production of packaging paper. Its core business covers the manufacture and sales of packaging paper products such as high‑strength corrugated paper and kraft linerboard.
3.2 Scope of Procurement / Services：The company intends to procure a batch of pneumatic valves. See the procurement requirements section of this document for details.
