Recently, China Petroleum Materials Corporation, entrusted by PetroChina Urumqi Petrochemical Company, conducted an open tender for medium‑ and high‑pressure valves of the new 2‑million‑ton‑per‑annum PTA project.

According to the published bid‑evaluation results, three private enterprises — Boteli Technology, Baoyi Group and Bailizhanfa — have won the bids respectively, with a combined contract value of approximately RMB 45 million.

Domestic valve manufacturers have secured another landmark order for large‑scale petrochemical projects.

The tender was administered by China Petroleum Materials Corporation with highly detailed lot division. Multiple packages were split by material category, material grade and valve type, resulting in five awarded lots won by three enterprises.

The combined contract value totals approximately RMB 45 million. While the total sum alone may not seem outstanding, this order carries great significance in the course of domestic valve manufacturers penetrating the high‑end petrochemical market.


How Large Is the Valve Demand for Urumqi Petrochemical PTA Project?

The new 2‑Mt/a PTA plant of PetroChina Urumqi Petrochemical is located in Midong District, Urumqi, Xinjiang. It adopts PX feedstock from its upstream aromatics unit with an annual operating hour of 8,000 hours.

It is a key project for PetroChina to optimize Xinjiang’s aromatics industrial layout, and core support to fill regional gaps in chemical‑fiber raw materials and foster a trillion‑yuan‑scale textile industrial cluster. Upon completion, the project will form a complete industrial chain of “oil‑&‑gas production — refining & petrochemical processing — textile manufacturing”, breaking Xinjiang’s industrial bottleneck of “abundant oil and cotton yet insufficient intermediate products”.

Construction commenced in Q4‑2025. Civil works within the process unit area are now in the final stage, and commissioning is scheduled for Q3‑2027. Valve procurement has entered the critical equipment‑selection phase.

Notably, valve tender activities for this PTA project are ramping up rapidly. Tenders have been successively released for pneumatic on‑off ball valves (Mar 2026), titanium & Hastelloy valves (May 2026), and medium‑&‑high‑pressure valves (Aug 2026). As one of China’s largest PTA plants with 2‑million‑ton annual capacity, it generates substantial demand for various medium‑ and high‑pressure valves. More valve categories will go out for tender in the coming year ahead of the Q3‑2027 startup target.

What Enables Domestic Valves to Capture High‑End Petrochemical Market?

The tender results send a clear signal: the competitiveness of domestic valves in petrochemical industries has evolved from “functional enough” to “reliable high‑performance”.

All three award‑winning bidders are domestic private valve manufacturers. Their performance in technical evaluation carries more weight than bid amounts. Boteli achieved the highest technical score of over 38 points for cast‑valve lots, while Baoyi Group took the lead with a technical score of 87.95 for ball‑valve lots. This proves that domestic medium‑ and high‑pressure valves for PTA units have attained sufficient technical and quality standards to meet stringent requirements of large‑scale petrochemical projects.

It stands in sharp contrast to the previous market landscape dominated by foreign brands. Domestic substitution for petrochemical valves is turning from a trend into reality.

This is further validated by the credentials of the three manufacturers. As a national‑level Specialized, Refined, Differential and Innovative “Little Giant” enterprise, Boteli has invested over RMB 50 million in intelligent transformation, achieving an 80 % automation rate for key processes. Founded back in 1983, Baoyi Group is East China’s first private valve group, holding international certifications including API 6D/6A, CE and GOST, with over one million sets of valves delivered cumulatively. Bailizhanfa operates a major northern‑China industrial base for petroleum equipment and high‑end valves, and was short‑listed as a valve supplier by CNOOC in 2025.

High‑end petrochemical valves were once a “no‑go zone” for domestic manufacturers, yet the door is now wide open.

What Opportunities Lie Ahead?

The Urumqi Petrochemical PTA project is just the starting point.

Demand for medium‑ and high‑pressure valves in large‑scale integrated refining‑chemical projects is usually released in phases by product category. Procurement covers general‑purpose valves, special‑alloy valves, manual valves and control valves throughout the whole construction cycle. For valve manufacturers with petrochemical supply qualifications and proven track records, there will be at least two to three key tender windows worth close attention within the next year.

More domestic valve manufacturers will enter the high‑end petrochemical market. Market competition will in turn drive technical iteration and cost optimization.
