Recently, the shortlist of selected entrepreneurs under Zhejiang Provincial Sci-tech Entrepreneur Cultivation Program for 2026 has been released. A total of 11 entrepreneurs from Wenzhou have been honored, hitting a record high in the number of awardees. Among them, Huang Congce, General Manager of Zhejiang Bethel Technology Co., Ltd., is the sole selected sci-tech entrepreneur from Yongjia County.
Zhejiang Province launched its Provincial Sci-tech Entrepreneur Selection Program for the first time in 2024, marking China’s first provincial-level cultivation initiative tailored for technology-driven entrepreneurs. Jointly organized by Zhejiang Association for Science and Technology together with eight authorities including the Department of Economy and Information Technology, Department of Education and Department of Science and Technology of Zhejiang, the appraisal program targets the cultivation of core talents facilitating the development of new productive forces. It advances transformation and upgrading of traditional industries, expansion of emerging sectors and rational planning of future industries, fosters young innovators and entrepreneurs, and cultivates a sound industry-university-research-application ecosystem.
Per relevant selection criteria, qualified sci-tech entrepreneurs refer to interdisciplinary professionals equipped with advanced technological literacy and outstanding innovation and entrepreneurship capabilities, who can commercialize cutting-edge scientific and technological achievements into tangible productive forces and deliver commercial returns. During his tenure, Huang Congce has spearheaded Bethel’s intelligent industrial transformation by introducing advanced systems such as APS intelligent production scheduling and digital twin platforms. The enterprise has built a management cockpit integrating MES, WMS and ERP systems to realize full-process digital management, completing Zhejiang’s first digital factory specialized in valve manufacturing with a 30% improvement in production efficiency. Its self-developed IoT-enabled intelligent gas ball valve is embedded with remote monitoring and fault diagnosis modules, upgrading conventional valves into intelligent terminal devices.
Back in 2017, Huang led market development and international cooperation in North America, driving an annual 20% increase in the company’s export volume and lifting overseas revenue to 30% of total sales. After being appointed General Manager, he oversaw the company’s comprehensive strategic shift from conventional manufacturing to high-end smart production. He formulated an all-round development strategy featuring industrialization of scientific achievements, intelligent manufacturing and globalized services, focusing the company’s growth on domestic substitution of high-end equipment and breakthroughs in cutting-edge technologies. Concentrating R&D resources on extreme working-condition products and core technologies subject to overseas bottleneck restrictions, the firm has independently developed vacuum-jacketed bellows globe valves dedicated to liquid hydrogen and liquid helium service at minus 269°C. As China’s first domestically manufactured strategic energy equipment of its kind, the product has broken foreign monopolies and been deployed in key national energy projects. To date, the company owns 129 authorized patents, among which 41 are invention patents.
Customized incentive packages constitute a core highlight of the program. Organizers have rolled out the 2026 Zhejiang Sci-tech Entrepreneur Support Package exclusively for awardees. In terms of financial support, ICBC Zhejiang Branch has launched the Sci-tech Pioneer Talent Loan with credit lines determined by recipient’s qualification tier. Provincial-level sci-tech entrepreneurs are eligible for an unsecured credit ceiling of RMB 5 million, expandable to RMB 10 million with supplementary credit enhancement; young provincial sci-tech entrepreneurs enjoy a maximum unsecured credit of RMB 3 million, which can be raised to RMB 6 million after credit enhancement.
